§ 229.11. Rules and regulations.

The Commissioner of Finance may, except where otherwise provided by law, make rules and regulations relating to the conduct of his office, including the government of agency and trust funds in his charge and keeping. No such rules or regulations shall be effective until they have first been approved by the County Executive and filed in the office of the County Clerk.
