§ 176.41. Youth Board.

  • The County Executive shall appoint a citizen Youth Board ("the board"), subject to confirmation by the Board of Legislators.

    There shall be no fewer than 15 and no more than 25 members of the board, at least five of whom at the time of their appointment to a term shall be youths at least 15 years of age and under 21 years of age. All members of the board shall be residents and lay citizens of the County of Westchester and 15 shall also be residents of one of these municipalities: the Cities of Mount Vernon, New Rochelle, Peekskill, White Plains and Yonkers, the unincorporated area of the Town of Greenburgh, and the Villages of Elmsford, Sleepy Hollow, Ossining, Port Chester and Tarrytown. Members of the board shall serve for a term of three years. When filling a vacancy for an unexpired term as provided for in section 176.41 2. of this chapter, terms shall begin on the first day of January. All terms shall end on the 31st day of December.

    No term of appointment shall exceed three years, and a member may not serve more than two terms consecutively. Any vacancy is to be filled for the unexpired term in the same manner in which the original appointment was made and shall not be for a full new term. The Chairman of the Board shall report to the County Executive in writing the unexcused absence of any members from three consecutive meetings, upon receipt of which report the County Executive may consider such member's position vacant for purposes of appointing a replacement. Each member shall serve until his or her successor has been appointed and qualified.

    The board shall reflect the diversity of the people of Westchester County. The people so appointed shall have demonstrated their concern for and interest in building the supports and opportunities that respond to the needs and problems of youth. Each person so appointed should have the ability and the willingness to give the necessary time to the responsibility of being a board member.

    The members of the board shall serve as such without compensation but shall be entitled to receive their actual disbursements and expenses incurred in performing the duties of their office.

    5.

    A majority of the membership of the board shall constitute a quorum for the conduct of business.

    6.

    The board shall elect a Chairperson, a Vice Chairperson a Secretary and other such officers, including additional Vice Chairpersons, as may from time to time be deemed necessary and appropriate. The term of office shall be one year and shall coincide with the fiscal year of the county.
