If at the time this title takes effect, a proceeding instituted by or on behalf of
the county, or any department, board, commission or authority thereof, for the acquisition
of real property shall be pending, the same shall be completed under the law and procedure
under which such proceeding was instituted and notwithstanding any provision of this
title.
2.
The provisions of this title relating to the showing and setting forth in petitions
or upon maps of assessed valuation of real property to be acquired shall apply only
to acquisitions authorized by the County Board after the date this title takes effect.
