§ 190.02. Council established.

  • There shall be a Westchester County Council for Environmental Coordination which shall consist of 11 voting members.

    a.

    The voting ex officio members of this Council shall be the chairs of the County Board of Legislators' committee that handles environmental issues, the Board of Health, the Environmental Management Council, the Parks, Recreation and Conservation Board, the Planning Board, the Refuse Disposal District Advisory Board and the Soil and Water Conservation District Board.

    b.

    There shall be four voting citizen members of said Council to be appointed by the County Executive and confirmed by the County Board of Legislators.

    c.

    One of the four citizen members of the council shall be designated by the County Executive to be the Chairman of said council.

    d.

    Each voting ex officio member of this council shall be empowered to designate a duly authorized representative to serve in his or her stead when necessary, providing the designation is made in writing to the Chair of the council.

    e.

    Members of the council shall meet at least four times per year and serve without compensation, except that they shall receive and be entitled to receive all reasonable expenses actually incurred in the performance of their duties.

    f.

    Six voting members of the council shall constitute a quorum as well as the minimum number required for the council to grant an approval required by this law.
