§ 182.41. Citizen's Consumer Advisory Council ("the council").

    There shall be a Citizen's Consumer Advisory Council consisting of 11 members to be appointed by the County Executive subject to confirmation by the Westchester County Board of Legislators. The Sealer of Weights and Measures may from time to time submit a list of names for appointment to the County Executive. The names submitted by the Sealer shall be for the consideration of the County Executive and shall not bind him to appointment thereof.

    The council shall be composed of seven members of the general public who exhibit a high degree of experience, knowledge and interest in consumer affairs. For the purpose of selecting these members, the County of Westchester shall be divided into seven areas from each of which one Council member shall be selected. Such council areas shall consist of the following:

    CITIZEN'S CONSUMER ADVISORY COUNCIL AREAS
    Area 1: City of Yonkers.
    Area 2: City of Mount Vernon, City of New Rochelle, Village of Bronxville, Village of Tuckahoe, Town of Eastchester, Town of Pelham and the Village of Pelham Manor.
    Area 3: Village and Town of Mamaroneck, Village of Larchmont, Town and City of Rye, Town-Village of Harrison and the Village of Port Chester.
    Area 4: City of White Plains, Village of Scarsdale, Town of Greenburgh, Village of Elmsford, Village of Tarrytown, Village of Irvington, Village of Dobbs Ferry, Village of Hastings-on Hudson and Village of Ardsley.
    Area 5: Town of North Castle, Town of Mount Pleasant, Village of North Tarrytown, Village of Briarcliff Manor, Town and Village of Ossining and the Village of Pleasantville.
    Area 6: Town of Cortlandt, City of Peekskill, Village of Croton and the Village of Buchanan.
    Area 7: Town of Yorktown, Town of Somers, Town of Lewisboro, Village of Mount Kisco, Town of New Castle, Town of North Salem, Town of Pound Ridge and the Town of Bedford.

    A map showing the designated Citizen's Consumer Advisory Council Areas is attached hereto and incorporated herein. Editor's Note: Map is on file county office.

    The remainder of the Council shall be composed of four members representing the business and organized labor in Westchester County:

    a.

    Retail food merchants (such as the New York State Food Merchants Association);

    b.

    Retail nonfood merchants (such as Metropolitan Retail Merchants Association);

    c.

    Organized labor (such as the Central Labor Council);

    d.

    Business self-policing groups (such as the Better Business Bureau).

    5.

    The Sealer shall be an ex officio member of the council, but shall have no vote. The Council shall act by majority vote. A quorum of the council shall be seven voting members. The County Executive shall designate the Chairperson from among the members. The Chairperson shall serve for a term of two years. Three consecutive absences by any member without excuse shall automatically vacate that member's seat.

    The appointments to the council shall take effect on July 1, 1977, for a term of two years, except that the initial appointment of five members of the council shall be for a period of one year. At the expiration of the initial one-year term, five council members shall be appointed for two-year terms.

    7.

    The Consumer Advisory Council shall meet at least four times a year.
